I'm fairly certain there's a ghetto part of Washington DC not close to the heart of the feds. Maybe the hotel is there.

There certainly is, and it's been one of the worst ghettos in the country for many years. Not the kind of place a Russian billionaire would step foot, IMO. At least not willingly.
