Who should be writing the use of force continuum and why? Do you believe certified law enforcement should be involved? Why or why not?

Obviously the people... whom the police work for. Should dictate use of force to the cops.
 
Yes, To detain a suspect or defend one's self against an attack.

So anybody who has been in a physical conflict is qualified?

Why does SCOTUS or Judges get any say if they haven't been ?

I looked up what force continuum was and found:

A use of force continuum is a standard that provides law enforcement officers and civilians with guidelines as to how much force may be used against a resisting subject in a given situation.

And I thought 'as much as needed'. I'm guessing that's too simple of an answer. I mean do we have guidelines to say 'ok, just let them go if they resist too much'?

Yes. A proper use of force guideline needs to define when hands on applies and when weapons can be used (from less lethal to deadly force). Nothing says let go of a resisting suspect.

How? You said you want a say. What do you think your vote is? If you don't like the current policy...vote in someone you think is a better expert. Hell...you could run yourself if you like. No experience is required to be sheriff.

So tell me. Who should be writing the policies? You said the people...are you going to collect every citizens statements on how it should work? You realize someone actually has to sit down and write these don't you? So who should it be? A lawyer? Well should that lawyer have knowledge of physical altercations? Detention of a suspect? No law enforcement input as to why you shouldn't let a suspect go when they resist?

Point was non cop citizens should be telling the cops how much force cops should be able to use and non cop citizens should also be the ones to rule on shootings and use of forceincidents.

it should be someone with intelligence who is completely independent of the police force. A person that can objectively take information from police, from citizens, from martial arts experts and firearms experts. From the makers of non lethal products.. or researchers of these products, and from civil rights lawyers.. and come up with a force continuum that protects both the citizens.. and the police equally.
