Illegal electrical connections.

This is where the people make connections between existing cables and get free electricity. this could be stopped by having the people themselves that are paying for the electricity get involved, well, a lot of connections could be cut this way.

Then, there could be a pie spy graph showing where the electricity is being concentrated. this would show that there is a lot of consumption - much more than would be required by a family of four, where the electricity 'is being collected.' this would mean that some lines would show gross overuse and then there can be an investigation.

I would advise you simply inform your utility provider, unless you're actually an electrical tradesman yourself cutting other people's illegal connections is a good way to get hurt
