There is a pretty decent description of the incident in the article and it seems to me that charges are warranted. We'll see how it turns out in court but it's fair to say that so far, in this case, the system is working the way it's supposed to.

Well he gets his day in court and we'll see if the evidence can support the charges. Hopefully unlawful or unnecessary uses of deadly force can be found and properly punished.
 
A few of the details.

Ramsey County Attorney John Choi announced that officer Jeronimo Yanez will face three charges in the fatal shooting of Philando Castile on July 6. "No reasonable officer would have used deadly force under these circumstances, "

St. Anthony Police Officer Jeronimo Yanez faces three criminal charges for the killing of Philando Castile, Ramsey County Attorney John Choi announced Wednesday.

Choi said he concluded "use of deadly force by Officer Yanez was not justified." Yanez was charged Wednesday with second-degree manslaughter and two felony counts of dangerous discharge of a firearm.
 
Second Degree Manslaughter

A person who causes the death of another by:

Culpable negligence whereby the person creates an unreasonable risk, and consciously takes chances of causing death or great bodily harm to another;
By shooting another with a firearm or other dangerous weapon as a result of negligently believing the other to be a deer or other animal;
By setting a spring gun, pit fall, deadfall, snare, or other like dangerous weapon or device;
By negligently or intentionally permitting any animal, known by the person to have vicious propensities or to have caused great or substantial bodily harm in the past, to run uncontrolled off the owner’s premises, or negligently failing to keep it properly confined; or
By committing or attempting to commit neglect or endangerment of a child, and murder in the first, second, or third degree is not committed thereby is guilty of second-degree manslaughter.
