Previously, i found that that best way to avoid these is with subliminal questioning as to people's plans to do these things. these things can all be prevented through these techniques and preparation.

If we were to involve these whisper sensors, that detect the whispers of people that plan to do these things, but there might be so many fantasies about these things that it might be impossible to prevent for the whole of a country.

Maybe if we were to observe the emotions behind these acts, we would find that rape is about feeling part of society, as they will think that having sex at all includes them in society as a leader or alpha male, then we could see that there should simply be more whore houses to combat rape. then they can get sex cheap and easy, of course.

With assault, we could observe that this happens due to 'flaring tensions.' if one of the parties was to 'count to ten,' then there would be much less assaults, as the people involved are usually both guilty, except when it is a domestic incident. if the domestic incident includes them and their families, which is often the case, then there must be an act of submission by the dependents towards the aggressor until the path is safe. alternatively, they could - the dependents - stand together, as a family, and make it clear that the father or provider is able to join the family in that instance, holding out their hands to them, and then inviting them into the fray of love. the problems are usually socioeconomic, and, will be dealt with by the neighbors and the family together, for safety of the all involved. involving the neighbors would surely disengage a potentially harmful event, of course.

With theft, the desires are often in place, not the needs. in the event someone needs to steal, they should rather ask for the thing. this way, the owner can remember who 'stole' it, and they can pay them back through some labor or later in the day or week. this 'polite theft' would see them get a job maybe, or even run up a tab. if a hawker was to be stolen from, then they would run out of resources soon, and then they would need to steal too, yes? this would mean that the pull of poverty is strong, yes? maybe they could put in place a 'personal procurement policy' where the cost of goods goes up, and, the proceeds of that funding will pay for the needs of many?

In most cases violence and theft are a question of upbringing, perceived legitimacy and safety of the citizens and the certainty and severity of punishment. When you get these things wrong violence and theft will tend higher.
