A tool for what?

Personal profit, of course. Being a professional "victim" who travels around (as a living?) seeking to find minor ADA code violations to exploit for personal gain.

In ideological contexts, it's known as "lawfare", the idea being that you should unethically seek to bring the punitive power of government to bear to punish those who have the effrontery to believe differently than you do.

Not really. It's just a shyster with an accomplice. Every city and town probably has a pair. In our small city we did. The handicapped man found parking spaces a half-inch to narrow and what have you. The lawyer sends a letter of intent to sue. The company's insurance company quickly settles for nuisance value. And the crooks move on to another victim.

I hired a man in a wheelchair to work in emergency services dispatch. He came in one weekend and met a carpenter and they designed and the carpenter built the ramp into the dispatch center. A few months later I get a letter from the federal government. They're as big on extortion, too. Our ramp didn't meet government specs. I responsded and said the dispatch center wasn't open to the public and their ramp would eliminate a third of our records division. Of course, they didn't care. I thanked them and said we'd keep our ramp. They threated to sue. "Fine. It will be you against the guy in the wheelchair and me."

People need to start standing up to liberal extortionists whether it's the government, unions, lawyers, or thugs.
