Mexico on Sunday threatened to take legal action against the United States for failing to protect its citizens after this weekend's mass shooting in the border city of El Paso.

Of the 20 people gunned down at a Walmart at the Cielo Vista Mall, at least three were Mexican citizens, and Foreign Minister Marcelo Ebrard promised Mexico City will act.

And how about the Mexican citizens, many of them here illegally, killing Americans or taking up space in our prisons? Can we sue them for that?

My understanding is he killed three Mexican nationals. I'm not trying to minimize the tragedy of that for those families, but about 80-90 Mexicans are murdered every day in Mexico.

If a US citizen is murdered in, say, Germany, does the US sue Germany?

No. Only if the government in charge was knowingly negligent of the threat or was involved in the action itself.

It's usually a travel ban or travel advisory for Mexican citizens to defer travel to the United States. The US State Department is enforcing the ban on US citizens traveling to North Korea after a college student was murdered in a North Korean prison camp.

That’s funny. Maybe from the settlement they will built a wall to prevent their citizens from coming to our dangerous country.

Juarez has 1,200 murders a year.
In 2018 more Americans were killed in Mexico (75) than all other destinations combined.

I don't know that they do have grounds to pursue litigation. I was responding to your statement that "No Mexicans were targeted. Only US citizens." The targets appear to have been Mexicans.
