That's pish posh. Take Ukraine for example. The poorest country in Europe and receiving loan tranche's from the IMF and WB since 2015.

There is no dictatorship there. Ukraine just last week elected a new president. 2,500+ international monitors found very few election irregularities.

South America has a history and culture of socialism. It was their capitalist/democrats who sold out to the IMF and privatized all the public systems. The people responded by electing socialists, who eventually became dictators.

Are you quite sure it failed in Chile? Salvador Allende was about to turn Chile into what Venezuela is today. The sequence of events in Chile wasn't pretty, but today Chile is doing quite well.

Chile and Argentina sheltered many German WWII war criminals and their families. Both have sizable ethnic German communities.
