The Brazilian word is "coitadismo", a variation of the word "pitiful". It means the politics of pity. It means the socialist notion of "How could you deny this poor soul"? and guilting people into enriching the government bureaucracy. Here is a young lady from Petrolina, Pernambuco, one of the poorest areas in Brazil relating how "coitadismo" has destroyed the country.

Apparently, those with friends who work for the government get more food stamps than they are entitled to. The food stamp budget gets depleted and a family like this with no inside friends only gets $20 per month. He is willing to risk a right wing candidate because even he is educated how much money is being wasted by corrupt socialists. Even if you can't understand the language, look at his family's living conditions.
