CARACAS/PUNTO FIJO, Venezuela — Venezuela, its oil exports decimated by U.S. sanctions, is testing a new method of getting its crude to market: allocating cargoes to joint-venture partners including Chevron Corp, which in turn market the oil to customers in Asia and Africa.

This would not violate sanctions as long as sale proceeds are used for paying off a venture's debts, according to three sources from joint ventures. They said this approach could help Venezuela overcome obstacles to producing and exporting oil.

Venezuela's oil exports fell 32% last year as the U.S. government blocked imports by American companies and transactions made in U.S. dollars. PDVSA was forced to use intermediaries for crude sales as Washington pressured Venezuela's Indian and Chinese customers to halt direct purchases.

The sanctions were designed to oust Venezuelan President Nicolas Maduro after most Western nations branded his 2018 re-election a sham.

Pompeo after meeting with Venezuelan opposition leader Juan Guaido, said that the U.S. would take more actions in an effort to oust the Maduro regime. The National Assembly is the only body with the power to hand out oil licenses, making more difficult for the regime to take control of the oil industry. HAVANA TIMES – The United States has stepped up its pressure campaign against Venezuelan President Nicolas Maduro, slapping sanctions Tuesday on Russia’s Rosneft Trading and the company’s president over its links to the Venezuelan government and its oil sector.

Rosneft Trading is a subsidiary of Rosneft Oil Company that the Trump administration says is lifeline for the Maduro government. All property and interests in the property of Rosneft Trading are blocked, under the order from the US Treasury Department.

The US warned companies of trying to evade the sanctions and gave them 90 days to close down their transactions with Rosneft.

“Rosneft Trading S.A. and its president brokered the sale and transport of Venezuelan crude oil,” Treasury Secretary Steven Mnuchin said in a statement. “The United States is determined to prevent the looting of Venezuela’s oil assets by the corrupt Maduro regime.”

Maduro regime has not been able to pay CAF outstanding debt, and now it trying to sell shears in CAF to pay its debt. The opposition want CAF to restructure the debt instead of selling the shares.

The sanctions of Trump administration on PDVSA and strategy of maximum pressure given buyers of Venezuelan oil until the end of May to wind down purchases, caused a rise on PDVSA oil exports in February since Rosneft Trading rush to make purchases ahead of May wind down purchases. India’s Reliance Industries and Nayara Energy, will be reducing imports of PDVSA oil starting in April in compliance with the sanction.

In the meetings of Trump with Guaido in February, the president of Colombia Duque and the president of Brazil Bolsonaro in March, they have been talking about the strategy to fallow in Venezuela to get rid of the Maduro regime.

But his orders, which explicitly prohibit lines outside gas stations, were largely ignored in the western city of San Cristobal. At one gas station, tensions boiled over as motorists, some of whom had been stranded four days waiting to fill up, vowed to stay put until sales resumed.

“What am I going to do at home in quarantine?” said a visibly irritated Pasto Árevalo, a 60-year-old tax driver. “I don’t have any food at home. If I don’t work, I can’t eat. Who’s going bring me a kilogram of rice?”

Trump administration has escalated the pressure against Maduro regime. Trump renew his threat of a naval blockade. Two subsidiaries of Russian oil company Rosneft have been sanctioned and Chevron Oil Company, still operating in Venezuela, has been notified that its license will not be renewed. The sanctions have taken a heavy toll in the economy of the country.

With the oil prices plummeting and the steps taken by the regime to control panic buying of basic good due to the country exposure to coronavirus, and the health care system in shambles, the humanitarian crisis will skyrocket. Looks that this year will be the year of regime change in Venezuela, since the regime cannot survive without revenue.

MOSCOW — Russia’s largest oil producer, Rosneft, said on Saturday it had terminated operations in Venezuela and sold the assets linked to its operations there to an unnamed company owned by the Russian government.

It was not immediately clear if the move, announced at a time when oil prices are languishing at around $25 per barrel, would change much in practice or whether it was a legal move to protect Rosneft from U.S. sanctions.

The United States earlier this year imposed sanctions on two Rosneft subsidiaries – Rosneft Trading and TNK Trading International, a Swiss-based unit of the company.

The aim was to ramp up pressure on the Russian state oil giant, which U.S. President Donald Trump’s administration has said provided a financial lifeline to Venezuelan President Nicolas Maduro, whom Washington has called on to step down.

The financial crisis of Maduro’s regime has been exacerbated due to low oil prices. Oil output had decline below 500,000 b/d. The regime oil problem is compounders by the coronavirus outbreak. Venezuela broken health-care system was losing already a battle against traditional sickness like measles and malaria, and now is much worse with only one bed for every 1,250 people. Basic food and consumer goods are in very short supply and hard to obtain, and inflation is the highest in the world.

At the same time the Trump administration is deploying more Navy vessels and Air Force planes in the Caribbean to combat drug cartels who are providing cash to Maduro’s regime. U.S Justice Department has indicted Maduro for drug trafficking and money laundering. A triple whammy, the regime end could be near.

The Venezuelan regime has proven agonizingly resilient over the years, but its time may finally be up.

Just over a year ago, the U.S. enacted a policy of putting “maximum pressure” on the Venezuelan dictatorship of Nicolás Maduro. After sham elections, Maduro held his second inauguration in January of 2019 amid widespread public protests. Shortly thereafter, opposition National Assembly president Juan Guaidó assumed the interim presidency, in keeping with the Venezuelan constitution’s provisions on replacing an illegitimate president. As Venezuelans took to the streets in protest against the Maduro regime, the international community coalesced around Guaidó, with 60 governments recognizing him as the Venezuelan head of state.

As part of the “maximum pressure” policy, the Treasury Department expanded sanctions against Venezuela, specifically targeting oil exports and high-ranking regime officials. U.S. policymakers intended to weaken Maduro’s standing within the country and cause defections in the government and military. But in recent years, the regime has carefully cultivated loyalty within the armed services by handing over key sectors of the economy to military leaders and embedding Cuban security personnel to stamp out dissent. So the sanctions proved incapable of meaningfully crippling Maduro’s regime. With help from the Russian oil firm Rosneft, Maduro continued to export oil, while illicit trade in narcotics and gold buoyed government coffers. With little domestic appetite for military intervention, the U.S.’s efforts to oust Maduro stalled.

Maduro’s regime has become a haven for drug trafficking and smuggling. The Colombia guerrilla National Liberation Army stablished cocaine trafficking through Venezuela, to be send to the U.S. and Europe. The “Cartel of the Suns”, a parastatal organization of drug trade, mostly involving high ranking military officers, use people inside the regime security forces to smuggle cocaine. Maduro has promoted individuals accused of drug trafficking to high positions in the government. The reward of $15 million for Maduro and similar offers for the top regime figures, would be extremely tempted for some military officers and acquaintances.

President Maduro removed president of state oil company PDVSA and replaced him with Tareck El Aissami, a confidant who has been indicted by US Justice Department for alleged drug trafficking.

Venezuela's President Nicolas Maduro has appointed an alleged drug trafficker as the country's new oil minister.

Tareck El Aissami was indicted in the United States last month, over allegations he violated sanctions and received payments for facilitating drug shipments. Charges he denies.

The Trump Administration has offered a reward of up to $10m for information leading to his arrest.

Meanwhile, the drop in oil prices, and additional sanctions from the White House, are making life harder for Venezuelans.
Tareck El Aissami was appointed Minister of Petroleum April 27, 2020. He has been accused of corruption, money laundering and drug trafficking. He is in the ICE most wanted list. Tareck, who is of Lebanese decent, has supported Iran’s Lebanese Hezbollah, providing Venezuelan passports to Hezbollah recruits.

Recently, Iran has been supplying workers and equipment flown from Tehran. Secretary of State Mike Pompeo has said that the flights must stop. The heat is on.

The Federal Bureau of Investigation is looking into multiple European and Mexican oil companies that may be involved in violating U.S. sanctions surrounding Venezuela’s oil industry, according to four anonymous sources who spoke to Reuters.

The Mexican oil companies finding themselves under scrutiny are Libre Abordo, Grupo Jomadi Logistics and Cargo, and Schlager Business Group. The European firms include commodity trading and distribution company Elemento Ltd, and Geneva-based Swiss Oil Trading and Supply SA—a physical crude oil trading company.

The FBI is gathering data for a US Treasury Department inquiry, to see which, if any, of the abovementioned companies violated the U.S. sanctions that seek oust the Nicolas Maduro regime.

With oil prices at rock bottom and Venezuelan state oil company PDVSA oil production still falling, Maduro’s regime crisis keeps deepening. This latest move by the FBI no doubt will increased the pressure, making very difficult for it to survive without substances revenues from the oil industry. Another nail in the coffin.
 
The head of the Ministry of health of Venezuela thanked Russia, Iran, China, Cuba, the UN and WHO for their support in the fight against the COVID-19 epidemic.
Weird, but list of supporters does not include all these democratic mourners for the fate of the Venezuelan people.

For several days now there have been gasoline deliveries to Venezuela as several of the five tankers sailing from Iran have arrived in Venezuela after being escorted by the Venezuelan military and have offloaded their cargos of fuel.

The final deliveries of fuel have been disrupted by US threats to sanction the individual boats carrying the gasoline. Reportedly, these threats have halted the final delivery of all the gasoline although it would seem that at least two or three of the vessels have already delivered their oil. All along there were fears that the US might actually intercept the tankers as there are US military vessels near to Venezuela. However this did not happen.

The ships are Greek-owned, and banking sanctions could be problematic for them as well as the fact they would be unable to transact business with the US. The US could also interfere in any international banking transactions as the US has considerable control over SWIFT.

Now the ball is in the Iranian court. The U.S. Navy is ready in the Caribbean Sea and the Persian Gulf, where the gunships are ready to deliver Trump’s warning to Iran. As the US envoy Elliott Abrams says that allowing Iran to sell gasoline to Venezuela is a “very dangerous transaction to assist.”

As fields across the nation shut amid a relentless U.S. campaign to cut Venezuela off from global oil markets, the number of rigs drilling for crude fell to just one in May, according to data from Baker Hughes. Another lone rig was drilling for gas.

That marks a 96% decline since January, when drilling fell to levels not seen since 1963. Having a single active crude rig takes the country back to the beginning of its oil industry, well before it became a founding member of the Organization of Petroleum Exporting Countries. The development underscores the toll that U.S. sanctions have taken on the nation as President Donald Trump escalates efforts to remove Venezuelan President Nicolas Maduro from power.

Due to the abysmal low oil production, the Maduro regime is facing a great shortage of gasoline with people waiting in long lines to fill the tanks. The regime has rationed the amount of gasoline people can by and at the same time has increased the gasoline price.

No withstanding the gasoline shortage in Venezuela, the regime keeps sending shipment of fuel to the Castroit regime. The plan to ship some of the gasoline received from Iran to Cuba, had flared the outrage of the Venezuela people. The regime collapse is getting closer.

WASHINGTON — The Treasury Department on Wednesday slapped fresh sanctions on five Iranian ship captains who delivered gasoline to Venezuela, whose once-thriving oil industry has suffered a breakdown.

The Iranian shipping sector is a frequent target of the Trump administration for its financial support of Venezuelan President Nicolas Maduro’s regime.

Earlier this week, five Iranian tankers brought approximately 1.5 million barrels to the gas-starved country, which was once a prominent fuel exporter. The move was likely to anger Washington as the two OPEC nations sidestep U.S. sanctions.

The United States is pressing shippers, insurers, certification organizations, and flag states registering vessels not to work with Venezuela as the Trump Administration is looking to cut off Nicolas Maduro’s regime from international oil trade, Elliott Abrams, the U.S. Administration’s special representative for Venezuela, told Reuters in an interview.

“What you will see is most ship owners and insurance and captains are simply going to turn away from Venezuela,” Abrams told Reuters as the United States continues to step up the sanctions pressure on Venezuela and anyone dealing with Maduro.

Under the increased pressure from the United States, the companies classifying ships are asked to check if vessels have participated in shipments to Venezuela. If a certification or classification is withdrawn, the tanker and the oil it carries become uninsured.

Reuters announced that Venezuela's crude output fell in June to the lowest level in nearly eight decades. Venezuela crude oil production in June was 393,000 barrels per day (bpd) due mainly to U.S. sanctions. That was the lowest monthly total since February 1943 when it produced 353,000 bpd. Signs of collapse of Venezuela oil industry and consequently the Maduro regime are very strong.

In the middle of the 21st century, Venezuela’s oil industry regressed 77 years to the point where crude oil production fell to historic lows that are reminiscent of 1943.

OPEC reports revealed that in June, oil production fell to record lows. According to data from June, the South American country only produced 393,000 barrels per day (BPD), which is 52% less than the average of 821,000 BPD in the first quarter.

According to economist Francisco Monaldi, director of the Latin American Energy Program at the Baker Institute in Houston, Venezuela’s oil production is reaching the level the country had in 1929.

“Venezuela’s oil production is nearing the level we had in 1929, and per capita production is closer to what we had almost 100 years ago. Moreover, we should be producing more than four million barrels per day. In other words, we produce less than 10% of what we should,” he said on Twitter.

The Maduro regime has sent 16.5 million barrels of oil from January to July of 2020 to the Castroit regime on credit. Maduro has become a figurehead of the Castroit regime in charge of Cubazuela.
