You see. The thing is, Rousseff's government was actively investigating the corruption scandal. Even those involved in the corruption scandal admitted this, see the OP link for evidence.
It's funny how members of her PT (Partido dos Trabalhadores) somehow had a scarcity of investigations. Trying to hand ex-President Lula a position in her government so he could enjoy the protection from prosecution that went with it was too blatant "safadeza" (shamelessness) for even Brazilians to tolerate. That looks like the turning point against her.
