"Iran's Foreign Ministry on Wednesday urged Israel to immediately stop the construction of new settlements in the occupied territories of Palestinians.Iranian Foreign Ministry Spokesman Bahram Qasemi said continuous construction of the settlements in the Palestinian territories is against the international laws, semi-official Fars news agency reported.
Qasemi called on the international community to pressure Israel which, he said, has "defied the UN resolutions" and has continued its aggressive and expansionist policies.
On Tuesday, Israel announced a plan to build 2,500 new housing units in Jewish settlements in the occupied West Bank.
Israel seized East Jerusalem in the 1967 Mideast War, along with the rest of the West Bank and the Gaza Strip. It later annexed East Jerusalem and declared it as part of its "eternal" capital, in a move that has never been recognized by the international community. Endit"

I don't think Russia really cares about the settlements or Jerusalem, especially if it's overshadowed by an accord with the United States.

Perhaps.

"Khamenei’s circles did not hide their outrage at Hamas because of the movement’s position on Aleppo’s battle. It was clearly expressed by Hezbollah’s newspapers and media outlets in Lebanon, as well as by some Iranian newspapers and media sites, in addition to statements by Iranian officials.

The attack came after a statement that was issued by Hamas regarding the Battle for Aleppo and after events were held in the Gaza Strip in support of the Syrian people during the movement’s anniversary commemoration festival. This was in addition to the steps Hamas took against some new Shia groups in the Gaza Strip – the so called Al-Sabirin group – which went too far with their insolence when they expressed their joy and celebrated the occupation of Aleppo by Iranian militias under the cover of Russian aviation.

The fact is that the debate over the relationship with Iran did not stop within Hamas, and of course that depended on the presence of remnants of support from Iran to the military wing of the movement. But the clarity of the Arab and Muslim masses’ choice during the battle of Aleppo did not give the movement a chance to stand silent; whether that was in response to its guidelines, or in response to the Sunni Arab masses, which the movement could not risk losing, or for a principled position, which is the same position that pushed the movement to leave Syria after the revolution."

Perhaps Iran has bigger fish to fry, so supporting Hamas in complaining about settlements may be too low on the list of Russian and Iranian concerns.

Why can't Israel build more affordable high rise condos?

Why is there such a high demand for housing in Palestinian areas?

"A large percentage of Israelis wake up every morning, he says, “and go to jobs where they spend much of the day playing politics to get closer to the people next to the feeding trough. That’s why Israeli worker productivity is only 2/3 of that of American workers, and these workers don’t feel like they did anything of value.”

What Doron describes are “rent seekers,” an economic term for those close to the elite who use their political or economic clout to divvy up the existing pie for their own benefit rather than producing value and growing the economic pie as a whole.

According to the International Monetary Fund, “one consequence of rent seeking is that productive resources are diverted toward appropriative activities, resulting in a misallocation of resources in the economy. Rent-seeking activities, such as corruption and tax farming, can reduce growth by lowering overall incentives and opportunities for production and investment. Cross-country studies find that countries where corruption and rent seeking is rampant suffer from lower capital accumulation, productivity, and growth.”

Why are housing prices in Israel so high? - Opinion - Jerusalem Post

"So what’s happened since 2008, explains Gruber, is that the supply of apartments has kept pace with the population, but suddenly there was a whole new group of people buying apartments and in essence competing with the young families trying to buy their first home.

These are the second (and third) apartment buyers.

But if so many people are buying apartments to rent out, the supply of rental apartments must be greater, which should cause rents to fall, shouldn’t it?"

Four years after tent protests, hope in short supply for would-be homebuyers | The Times of Israel

"Simply put, affordable housing is in short supply.

A basic economic principle is that free markets are determined by supply and demand. When demand exceeds supply, prices will rise, and vice versa. Since Israel’s housing market is tightly controlled by the Israel Lands Authority (which owns 69 percent of all land), the Jewish National Fund (12%) and the Israel Development Authority (12%), and most of the available land for new building is in the periphery, far from urban centers, or designated as agricultural, another source of available land would ease the housing shortage and reduce prices."

"Allowing more construction there would increase the supply and lower housing costs for purchasers and renters.

The problem is that Prime Minister Benjamin Netanyahu has implemented a building freeze for Jews in Area C of Judea and Samaria, under Israeli control. As a result, the supply of land and homes has barely expanded and therefore, with high demand, prices have risen. This policy has encouraged “rent-seeking” (those who seek to increase their wealth without adding any new wealth) and serves those who take advantage of the system, especially the tycoons. It reduces economic efficiency and actual wealth, and increases income inequality. It damages Israel’s essential interests and hurts consumers.

Strikingly, as housing prices began to surge late in 2008 and the Netanyahu-led government took office in 2009, there appears to have been a correlation between his policy of restricting Jewish building and low interest and mortgage rates, and the sharp rise in housing and rental prices. Low interest rates provided economic stability, but they also stimulated buying property as investment and speculation. And, since the supply of land and homes was restricted, prices skyrocketed."

The housing market in all of Israel is short of supply so demand is high everywhere.
In the west bank settlements almost nothing was built in the past 8 years so you can understand why there is a very high demand in the settlements.
