Well, lots of politicians use social media to connect with their constituents. I don't have a problem with Trump using Twitter. The problem with Trump is, he uses it to start petty Twitter beef, and that harms our country, along with disgracing the Oval Office.

social media is the new form of communication. Should we adopt the old ways? Should Trump be using telegrams?
Not sure about world leaders, but many politicians use social media on a daily basis to spread information about their views on topics.
Twitter is not the issue. As usual, Trump is the issue.
- using Twitter to communicate things that are best done in person - firing people, announcing to your staff new policies, etc.
- using Twitter for pissing matches and bullying your own staff
- using Twitter to ramble out what you saw that morning on Fox and Friends

Trump doesn't filter himself, and that's a sign of unprofessional, lazy work. Sure I can riff too, but I respect my organization more than to ramble without preparation and forthought.
Only idiots could mistake the complete lack of preparation and vetting that the president engages in, as being transparency or "voice of the people".
Mr. Luther King Jr. was a voice to the people, didn't even hold an elected position, and yet he prepared deeply for his speeches, all the way down to the philosophical bones (first principles).
The difference is night and day.

No, it doesn't.
Mostly as a traditional communication office would, though. Normally that means the leaders themselves wouldn't do it, but a staffer. Further, the messaging is a lot more formal, crafted.
There's exceptions, of course, but you can almost instantly tell who is the exception. See: Ben Sasse (deleted account), Orin Hatch, Ted Lieu, Brian Schatz. A weird one was Senator Burr. You could tell it was him, because it's rarely used and it was terse as hell when he was responding to someone about the Senate Intel Committee Investigation.
