The fighting over this region has led to three wars so far. there has to be a way out of it, a peaceful resolution. the fighting obviously is not about religion nor land rights, it is about assets and money. fighting this war will cost both of the countries a lot, so, if they were to share the revenue of this region - they could divide the revenue by the voting public - they could both collect money from a region now, that would also save them money from fighting the war.
If they keep fighting, there will be no productivity for the region, as the people will not be able to work. the people will also feel the need for feeding themselves and so forth, which means they will definitely vote for a split pay out if need be. both countries are represented here, and, if they are not intent on conquering the whole country, they need to resolve this problem as soon as possible.
The alternative is to keep fighting, fighting for how long, nobody knows. if they want to have the whole region, this would lead to a see saw between them.
So, if the region divides itself up into a split state, it could pay taxes to whichever side it finds itself 'supporting.' if the region was to merely sort this out with 'banking,' then it would be easy to resolve, yes?
