Our fight against cyber crime must grow beyond passive defense and unenforceable indictments — but it won't if leaders don't even talk about it....

It's will be difficult if not impossible to form a global cyber-crime collective while nations simultaneously fund hacking by state intelligence institutions.
 
Why talk about it. Every advance and retreat is kept secret.

Until the secrets of quantum computing are discovered and it becomes real, we're all kind of in an arms race with each other and the less said the better.
 
They wont talk about it, because they are all doing it. Is it a threat? Well yes but not much you can do about it as an individual.

It is part of post modern non linear war. It will not be prevented any more easily than any spying has been in the past. It is also not necessarily a bad idea, as it gives countries a better understanding of the way the others are thinking. That is not to say that it is not ultra dangerous nor that it cannot raise havoc, if it were attempted with that in mind.

But we are certainly not going to be able to reduce the level of cyber activities in international security unless we get robust agreement on international security in general with clear rules and common execution.
