Is Trump scrambling to secure votes from his base with all these raids?

Mass deportation agents attempted to raid a Brooklyn, New York, shelter for homeless families and detain someone, director and former New York City Council Speaker Christine Quinn said, but were blocked when they failed to show a judicial warrant.
The New York Daily News reports that Immigration and Customs Enforcement agents arrived at the East New York WIN shelter Wednesday night claiming they had a signed warrant. “They showed nothing except for a picture of an individual,” Quinn said. “The guards kept saying, ‘Show us a warrant signed by a judge.’ They wouldn’t show a warrant.”
That’s because they didn’t have one, and it’s common for ICE to lie about having one. What is also becoming more disturbingly common is an emboldened ICE taking gross steps in order to separate more families, skirting their own policy and detaining people outside churches, schools, and hospitals.
ICE also appears to be lying even about agents showing up at the WIN shelter, with the New York Daily News further reporting that “ICE spokeswoman Rachael Yong Yow denied that ICE sent an enforcement team to the shelter.” So clearly everyone at the shelter, including the director and the former speaker of the city council, dreamt it all up.
“Our most basic job at WIN is keeping our clients safe,” Quinn continued. “That means keeping them safe from abusers, that means keeping them safe from neighborhood factors and that means keeping them safe from the biggest bully of all—the president of the United States.” A shelter resident agreed: “It’s good they didn’t let them in.”
