Theyre trying to work around govt inteference in running their business. They have willing workers, and govt forces them to jump through hoops. Its only natural that individuals will avoid onerous govt regulations. The solution here isnt punishing people, its reducing govt interference in business so that they are less likely to avoid it. Get rid of wage and price controls, labor laws that dont have anything to do with safety, wage and payroll tax collection by employers, all sort of benefit requirements like providing health insurance, and allow more temp workers in legally.
