Dem. policy: Help create a problem and then provide a solution to it and claim to be hero's for those who you created the problem for. Immigration is classic example of this. The more immigration, the fewer jobs for poor Americans. The fewer jobs for poor Americans, the more need for public assistance. The more need for public assistance, the more the Dems. can vote for funding for assisting those who are poor and claim to the ones who are rescuing them from poverty (leaving out the part where they helped to create that poverty of course).
The same is true of the "safety net" and illegal immigration combined helping to keep labor costs down which is favored by republicants (compassionate conservatives?) for the "job creators". It costs less to subsidize a select few (by added taxation) via the "safety net" than to raise the wages of all workers (rendering such subsidies unnecessary). If one requires $X/month in order to live comfortably then what portion of that $X comes from a paycheck and what portion is added (or made unnecessary) by the "safety net" makes little difference.
