Upgrading existing railroads to two hundred fifty mph.

That requires customers in the form of people, population density. Freight doesn't care how fast it goes.
 
San Ysidro is the border crossing with Mexico. What needs to be done to ensure freight from that port of entry makes it to San Francisco?

quite a bit of infrastructure upgrading. Our freeway system didn't exist until it was built. Only the right wing alleges upgrading our transportation infrastructure cannot be done and is "not worth the effort". Who needs well paying "shovel ready jobs"?

I would prefer underground maglev in a vacuum environment. It may be too expensive for now.

One option would be to "go deep enough to where verticality engenders returns to scale".

Moving much freight via high speed rail network ?

Did you watch the previous video of them when compared to the California project? The point is, high speed rail can also accommodate freight, with appropriate planning. Existing railroads could be improved and expanded much like adding road capacity for automobiles is now.

One planning perspective includes lowering average freight costs for transportation and improving service by truck to more remote areas.

How can there be a free market if there government planning over even where to towns should be....not for economic reasons but where central planners want to build a railroad.

The socialism of Government can be more efficient than any private sector when dealing with externalities to those sectors.

To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;
 
That doesn't mean anything, just a few hundred years ago you couldn't name a successful representative democracy.

The indisputable fact is that the more socialist a country is, the worse it gets. Capitalism creates wealth, government does not.

Depends on what version of socialism you are talking about. Capitalism does create wealth...but so does market socialism as it requires a free market to operate in. BTW, not a fan of socialism...nor am I fan of blanket statements on complex subjects.
