The family behind one of the major opioid manufacturers, the Sacklers, want to settle and admit no wrong-doing. They would surrender control of their business and that business would transition to trying to combat the opioid epidemic. Doing some basic math, the family would still retain a major part of their fortune.

Tentative opioids settlement falls short of nationwide deal

I liken this to the armored car robbers throwing bag of money out of the back of the truck, while the authorities give chase, hopefully to get the chase to detour/stop!
 
The first thing that came to mind when this "tentative settlement" hit the news is which states did not agree.

From the article... Connecticut, Iowa, Massachusetts, Nevada, New Jersey, New York, Pennsylvania, North Carolina and Wisconsin are not even part of the agreement.

That is probably more than enough states to make the deal, which includes bankruptcy protection... while they continue to sell OxyContin during the process... let that sink in, dead on arrival for a judge to deal with.

I am unsure how this deal gets that far under these conditions.
