Preventive medical and catastrophic medical costs.
Regarding preventive medicine; (i.e. “an ounce of prevention”): I’m a proponent of medical insurance plans by federal law not charging any effective charge for what’s a reasonably conventional preventive or diagnostic service or procedure applicable to the patient’s condition.

I’m also a proponent of federal catastrophic medical expenses insurance as a federal entitlement of USA legal insured or uninsured residents. Regardless of whatever is or will be our nation’s medical policies, this policy would improve our nation’s economic and social condition.

The federal government could recover any payments made on behalf of a patient that was due to an insurer or the medical provider’s grievous failure. An insurance organization directly or indirectly causing or worsening the condition of who was then their client, that eventually caused or increased the amount of the catastrophic medical expense would be the insurer’s failure.

“Republicans have proposed the federal and state governments subsidize the cost of care for people in the individual market with catastrophic illnesses, Ryan said. He believes that will make it easier to insure people in those high-risk pools at a more affordable price”.

Paul Ryan’s advocating federal insuring catastrophic medical costs of individuals. That’s a concept that both sides of the political aisle could agree upon.
I’m a proponent for federal acceptance of fiscal responsibility for catastrophic medical condition regardless if patients were or were not previously insured. Hospitals must be reimbursed for those extraordinary expenditures.

Jaeger19, Records of no-charge incidents of preventative procedures, or patient's refusal to accept such services should be reported and filed. Patient's healthcare providers cannot be charged with malpractice and insurance providers cannot be legally held responsible for patients' refusals to accept no-charge services if they or their guardians acknowledge understanding the need for the entitlements and their own individual legal financial vulnerability for consequences of their refusal.

It's not necessary that some portion of insurers costs for individual no-charge services be to some extent subsidized, but I propose they should be. The federal government must be responsible for entire catastrophic medical costs on patients' behalves which is an individual's entitlement.

For any feasibly conceivable existing or proposed national medical policy, these provisions for no-charge services and catastrophic costs, both reduce individual's and/or their insurer's medical costs and will net reduce both USA's aggregate government plus non-government medical expenditures.
