If your intent is criminal (e.g. the mass murder of random human targets) then why worry about breaking a gun law?
If that law makes it almost impossible to get a get, I'd say criminals would be quite worried about it.

Remember the Winchester 44-40 used by Lucas McCain in the western "The Rifleman"?
With the modification to the lever it could fire 11 rounds in just three seconds. and that modification isn't even hard to do. I have no mechanical skills and I could do it. Carry two of those rifles with you and you can put 22 rounds on targets within seconds.
Does the nationwide ban (which has been in place for decades) of heroin, meth and cocaine make them hard to get? Of course not - because (criminal) demand creates (criminal) supply and criminals (by definition) do not obey the law.

Why limit it to mass "shootings"?
Well, anyway, my answer is that it would be automatic or semiautomatic firearms. People who commit mass murder don't care about what is banned or not.

Maybe the St Valentines massacre back in 1930?
I think that was more of an assassination than a mass shooting.
