That is a long way from suggesting tat the Civil War was fought by the state militias.

State militias were used in the War of 1812. Sometimes when they had crossed the border into Canada and heard the guns in the distance they suddenly remembered that they couldn't be forced to fight in a foreign country and they booked 'er back south.

Yes they were, notably at the battle of Bladensburg, which degenerated into a total shambles for the USA.

You reference:

Nowhere in that quote does it mention the militia

"Enlisted by the states" (and this refers to the Union only) does NOT mean they were enlisted into some militia and then handed over to the Union army.

Check any ORBAT of any Union army and see how many militia units there were.
