I don't know if the Sheriff is on firm legal ground or not. If a rioter runs up and steals your lawn gnome, are you justified in killing the rioter?
 
yep, it's probably not safe to jog through homes under construction looking for any stray power tools laying around. That might make whitey angry.

I was speaking on behalf of gun owners, who will regularly say the answer to shootings in churches and schools is for pastors and teachers to be packing...

Do you disagree that joggers should be armed so they can return fire should a squad of armed vigilantes run them down and accuse them of being burglars ?

Come over to the dark side, haven't you....now you want everybody armed. joggers out to steal power tools are often armed. So homeowners better be.

But if a jogger has an interest in a house under construction in a neighborhood, do you recommend he be armed...or all joggers generally ?

If the joggers interest is stealing any power tools laying around he better be armed as lawful people tend to frown on that kind of stuff.

a subject is a person who has a sovereign over them. A citizen considers himself equal to anyone elected to office.

A UK national could well be described as a "subject" since they owe fealty to their monarch (who is not elected)

They are also citizens and yes, they do consider themselves as the equal of any elected official.

can't be both a citizen and a subject. A subject acknowledges that they are ruled by their betters. A citizen has peers, not betters.
