Correct. It will never be over until one side or the other wins. With the advent of mass media and the science of propaganda those who desire to rule over the rest of the sheeple will eventually convince most sheeple "it is in their best interests" to disarm. [See continued response below...]

Human beings are merely more highly developed animals. But we remain social, herd-like creatures nonetheless. Most people simply want to eat, sleep, have sex, and relax safely doing their favorite things in some comfort area. Some few want to rule, and most people will allow this as long as they think the rule isn't too harsh. Of course, historically, few realize that the rule almost always becomes harsher as the rulers demand more and more obedience so they can take more and more for themselves. Such rulers will always find a relatively small class of "enforcers" willing to help control the masses in exchange for special privileges.
IMO most people have no problem surrendering their "safety" to others who promise security in exchange for obedience and a share of the fruits of your labor. Just look at the past history of human civilization.
Only a very small percentage of people are more individualistic. Who prefer freedom, however tenuous, to security.
The USA came about from dissenters; individuals who did not like the status quo and sought "elsewhere" to be free. It continued to work here for a while because there was a release valve. As the original settlements became "secure" most people lapsed back into "security more important that freedom" thinking. But there was still 'The West' to move out to allowing for a release of pressure on those who still preferred liberty to security.
Unfortunately, we no longer have that kind of release valve. Now, our major population centers are packed with people who just "want to eat, sleep, and be left alone" and are willing to pay any price to have someone else take care of them.
Fishking is correct in that eventually the controllers will win. But I will continue to oppose this while I live, futile as it may be.
