I don't think he actually knows what he's saying and like Trump, comes horribly unstuck when he goes off script.
 
I watched his interview with Chris Wallace today where Wallace asked him about his gaff where he was claiming to be running for the Senate. He sputter out some lame excuse, then Wallace had him listen to Trump's take on it. Trump said something like Biden could not run the country because he will be in an old folks home trying to remember his name. Biden could not come up with a reply so Wallace let him off the hook and said thanks for the interview Mr. Biden. Biden said thanks for interviewing me Hank. Prompting Wallace to remind him my name is Chris. This guy goes from gaff to gaff to gaff. He can't open his mouth without looking like an idiot.

Seriously, is there anyone who thinks this guy is playing with a full deck?

Sad to say but Biden is embarrassing himself.

His supporters need to have a closed doors meeting with him and get him to retire from politics.
