CA Gov Newsom signs law to mandatory background checks or gun parts

Gavin Newsom signed a slew of new gun regulations into law yesterday.
One of the bills signed was AB 879.
Bill Text - AB-879 Firearms.
SEC. 2. Section 16531 is added to the Penal Code, to read:

16531. (a) As used in this part, “firearm precursor part” means a component of a firearm that is necessary to build or assemble a firearm and is described in either of the following categories:

(1) An unfinished receiver, including both a single part receiver and a multiple part receiver, such as a receiver in an AR-10- or AR-15-style firearm. An unfinished receiver includes a receiver tube, a molded or shaped polymer frame or receiver, a metallic casting, a metallic forging, and a receiver flat, such as a Kalashnikov-style weapons system, Kalashnikov-style receiver channel, or a Browning-style receiver side plate.

(2) An unfinished handgun frame.

(b) The Department of Justice, consistent with this section, shall provide written guidance and pictorial diagrams demonstrating each category of firearm precursor part specified in subdivision (a).

You will need a "firearm precursor parts license" from the state to sell a gun part that the CA DOJ deems a precursor part. Also makes it illegal to sell any precursor part to someone under the age of 21 and all transactions have to go through a FFL and a background check will need to be done, $1 if you have a gun registered to the address that's listed on your drivers license and $15 if you do not (which from then on you'll be on record and any new purchases and you can then use the $1 for the DROS). Doesn't go into effect until 2024.

So anyone who wants to customize there firearm they already own or wants to replace a broken part will be subjected to extra fees and wait times.

Yes. It is terrible, but it will probably stand even if it is challenged at the Federal level knowing the pusillanimous John Roberts. But we shall see.

The only hope for Second Amendment purists is the President adding another actual conservative to the Supreme Court and challenging it at that time.
 
Meh. Not a big deal unless in practice it hinders the right to gun ownership too much, in which case it's unconstitutional.

This is one of those laws passed so that the liberals can feel good about themselves or can claim a political victory but that have no real effect concerning the stated goal, like any law concerning climate change, banning plastic straws, etc.

Seems strange that an inanimate object that is not considered a gun can be regulated as if it were a gun.

All paperweights and plastic will require a background check???

Any peace of plastic or metal that looks like is could be used by a gun, and any plastic or metal part the someone could mill or drill to make into a gun. So ya all plastic and aluminum blocks.

Too much is too much. The second has no modifiers, and no "well maybe just a little bit" anywhere.

Incrementalism is why we are where we are with the second. If the state can ban receivers then they can also ban barrels and stocks

WTH are you talking about. The topic of the board is to discus the rules that are so vague they don't differentiate from a block of aluminum and a lower receiver. If you have nothing to add I suggest you sit down and let the grown ups talk.

This is about as useless in stopping crime as a law can get. I doubt that there has ever been a crime involving a weapon someone took the time to construct starting with an unfinished receiver. Criminals get their weapons from the corner gun/drug/hooker vendor or they steal them. A few are bought legally.

That's not accurate, unless the customization or replacement involves a new receiver.

I am not pro-gun and still think this type of harassment should not exist.
