I learned a long time ago in paintball that when someone has a gun in their hand and you order then to surrender you both end up getting shot.

And you are just a normal human without backup on the way, unlike a cop. Who has a bodycam so the ID of the suspect definitely cant get away.

Cops cant really shoot people in the back but if your a civilian and you see an active shooter start to run, I guess you can?

I mean if the person has a gun in their hand most cops are going to get away with shooting him in the back anyways so I guess its a non issue.
