You keep conflating what may be done for some mandate to actually do so. You may run to the store right now and buy a frozen turkey but that does not, in any way, compel you to do so. The Sheriff may enlist help if they feel the need but that is not a requirement that they do so because you feel the need.

Because the Militia has everything to do with national security and nothing to do with Law Enforcement. However if those affected communities would like to form neighborhood watches, that would be swell.
