From my reading of his posts, I believe he means those words are meant to give purpose to the bearing of arms. He was pretty clear in answering that the 2nd Amendment offers no definition for a "well-regulated militia".

Nor does it matter. Take away the prefatory phrase you're left with: The right of the people to keep and bear arms shall not be infringed.

That's the second amendment.

Our Second Amendment supplies Terms, not definitions. It is Not a Constitution, but only and merely the Second, Article of Amendment to our Constitution.

Those terms are defined elsewhere; our Second Amendment is about what is expressly proclaimed Necessary, to the security of a free State.
