Yes, a well ordered militia is necessary for the security of a free state. We have a well ordered militia in the form of the National Guard.

Maybe what we need to do is to recruit all able bodied, stable, non felons into the National Guard and give them training in firearms and arm them. That should at least give the gangsters and assorted violent criminals some pause. It wouldn't help with the nutters willing to die in order to kill others, but it might limit their ability to kill and keep killing.

Well regulated militia is declared necessary to the security of a free State. The unorganized militia is not declared necessary.
