Claiming that the USAF's failure to inform the data base of the shooter's DV convictions allowed the killer to legally buy a rifle. Under the Federal Tort Claim Act, people seeking tort damages against federal agencies must first file a claim that is adjudicated administratively. If the claim is denied, that gives the plaintiff a right to sue in federal court but only in the amount the same or less than the amount contained in the claim (usually). If the government finds the claim is meritorious, that generally is the end of the matter though in some cases the agency (USAF) can appeal.
