Laws can't make us safer. The people who pose a danger to us typically don't obey laws. Laws aren't supposed to keep us safe that's not its function it's to establish guidelines for which to live by

Laws that prohibit smoking in most indoor locations has resulted in us being safer, literally.
We could go down a list of thousands of laws whose existence has resulted, based on statistics, in safer circumstances (and some that reduced safety).
Law's aren't supposed to "do anything". It's the people who pass the laws, and how that law is communicated and enforced, received, etc., that all can result in a change in public safety outcome. It is not just rules to live by...it has to have some purpose (improve safety, streamline negotation's, clarify ownership, etc.) else it's like not worth the cost to our freedom and the bloat of our legal system.
