Which do not have access to all governments storage facilities. Any one of many covered by secrets protection can be used or even the FBI facilities.

To get anything out of government you have to know what it is referenced as, where it is kept and who has a copy. What would be asked for in this case?

Why are universal back ground checks needed? Should one not discuss that first?
