WASHINGTON (Reuters) - President Donald Trump will propose cutting billions of dollars in U.S. foreign aid in his fiscal 2021 budget while seeking an increase in funds to counter developing economic threats from China and Russia, senior administration officials told Reuters.

Trump, a Republican, sought in his budget proposal last year to slash foreign aid but faced steep resistance from Congress and did not prevail.

Considering that every budget Congress has passed for the last decade has been with a veto-proof majority, it is safe to say that Trump's proposed budget is already DOA in the Democrat-controlled House. So I wouldn't get my panties bunched up in a wad over this. All appropriations begin with the House, not the President.

It isn't even a requirement for the President to propose a budget. That tradition began in 1919 with President Wilson. No proposed budget by any President, Democrat or Republican, has ever been enacted into law by Congress.

After exploding the deficit with his massive tax cut for the rich, it was only a matter of time before he goes after Social Security & Medicare.

The use of the term budget is misleading since it implies that projected spending be limited by (to?) projected revenue. What is now termed to be a budget seems to be used as justification for a (rising?) deficit.

I see no reason to propose borrowing money simply to give it away.

I agree completely. Since FY1998 Congress has ceased to give a damn about projected revenues. The projected revenues for FY2020 is $3.645 trillion, but Congress decided that the budget should be $4.746 trillion. Completely ignoring projected revenues and just making up a number out of thin air.

The media are morons, naturally, calling it a "deficit" when it isn't. Deficits are when you spend more than the budgeted amount. It isn't a "deficit" when your budget starts off by automatically adding $1.101 trillion to the National Debt before Congress spends a single penny. I would describe it as criminal, particularly since Congress has not passed all twelve appropriation bills since FY1999. Instead Congress passes Continuing Resolutions, Omnibus, Supplemental Spending, and Consolidated Appropriation bills, and typically with a veto-proof majority.

A 21% cut in U.S. foreign aid is a good place to start.

Over time, the US should cut all foreign aid entirely.

There is no reason to redistribute taxpayers money to other countries.

after looking up what we spend in foreign aid ( 39.2 Billion in 2019 ) 21% of that is what 8 Billion heck we can do almost that by stop giving Russia, China, Cuba and one or two of our enemies , foreign aid.
Yes we give China, Russia, Cuba , and just about every other country in the world Foreign aid.
and people wonder why people in other countries call us Stupid Americans.
