Homeless shelters are disasters and if you talk to homeless people, they often will say the street is much safer.


The fact the walls are made of canvas now, does that change the shelter mentality? I'm not so sure.

I'm friend of a friend of the little houses for the homeless guy in LA. he would buiild these sheds and put them on the street for a homeless person. LA got mad at him, confiscated the houses, now I think they want to put them in all the same place or something. I see that as having the same issue as a shelter or a tent city.

It seemed like LA & San Diego have always tried to discourage the homeless population, hoping they would just go away. They are starting to question that position.
 
In other words, no matter how much public help is offered the local "homeless" problem will not be solved.

Homelessness and poverty will never be "solved". Ever. We can, however, treat those affected by it with a reasonable amount of dignity and offer them assistance.

It seems to me that the more public benefits that are offered then the more of a magnate for drawing new "homeless" folks to that area will be.

All the more reason to enact a federal program to disperse these programs everywhere, so that no one particular system becomes overwhelmed.

Almost $93,000 a head. San Diego has an average rent for one bedroom apt of about $1,600. At that rate, you could furnish and house that person for at least 4 years.

I think you're off a decimal point. My HP-12C tells me the total is $9,300/person.

I've agreed with much of the rest of your comments, though!

I'm involved with a charity that takes in homeless people and they've got complex problems. Most of them that we see (50-90%, depending on the month, and VA or non-VA) are dual diagnosed - mental illness of some kind combined with addiction to drugs and/or alcohol. Almost all of them are addicts of some kind or another, but the non-addicts do OK with traditional services sometimes so that's a problem of self selection I think.

But those I've talked to really do not like the shelters. The first problem is they have rules and these guys don't like rules. They also can't be obviously drunk or high. But a big problem is like you said - they don't think they're safe, or that what little they own is safe, and so unless the weather requires it most prefer their little spots outside. All this seems obvious to me based on my interactions with a couple dozen chronic homeless who I got to know well over the years, but my guess is San Diego has people closer to the homeless population than I am, so I'm not sure what to think about that proposal. Guess we'll have to wait and see.
