I believe part of those savings were to go into drug coverage weren't they? So they would be doing many of the same things if the dollars were in Medicare.
I looked into the ACA five years ago, so my memory is rusty. As I recall, the program was altered under Bush to relieve some pricing pressure. As happens with the government, the exact opposite happened as the revisions drew a lot of customers. As I recall, Bush tried to end the change to no effect. Then it is a matter of ending the concept, and I believe that it took years to end the waste. That created $700 billion of savings. Because money is fungible it is very difficult to say where any one dollar went. In the process of rolling-up the cost and benefits, this change added $700 billion to the + side for the ACA.
