Rich Californians don't care about the marginal tax rate. They rather live in California and pay more in taxes than pay less in Texas and have to live there. They feel the same about cars. They can buy an economy car and save money or buy a luxury car, pay more but get the features they want.California has the Nations highest marginal tax rate and is rated as #6 for States with the highest tax burden. The IRS reported that between 2013 and 2014, over 250,000 California residents moved away between 2013 and 2014. More than 10% went to Texas alone and many more people and businesses have bailed since 2014. California gets 49% of its revenue from the top 1% of its population, an its been chasing off its tax base at a alarming rate over the last 8 years
California has massive unfunded liabilities, and a growing budget deficit, it also has the largest population of chronic homeless living in LA, and a homeless crisis in San Francois and the highest child poverty rate in the Nation. Its also adverting itself as a sanctuary State inviting in illegals who dont pay State income taxes. Cali is a mess, and whats worse is they're not even attempting to head off the inevitable
Ive got nothing against California, I have family that lives in Palo Alto and Berkely and I thinks its one of our most beautiful States, but its being mismanaged by ideologues who put their beliefs over the welfare of their citizens and State. No State can just continue to increase their dependent class, ignore their budget and drive away their tax base without massive consequences.
Brown not long ago celebrated Cali balancing their budget, but I knew it was BS, and then THIS came out....

You did mention a statistic Those moving from California and 10% moved to Texas. I assure you that those aren't the top earners.
I've been hearing for decades about unfounded liabilities and it seems that California lives up to its obligations to pensioners nevertheless.
