Donald Trump 2018 budget could turn off his voters and sink his approval rating

May 24, 2017

The best way to think about the fiscal 2018 budget released by the White House is as a Trump political campaign rally on paper. The budget was clearly developed to make a statement to President Trump’s base of voters in the hope that they will see it as him keeping his campaign promises. Every president’s budget is at least partly a political document, so that fact that Trump tries to make a strong ideological statement with his not only isn’t a surprise, it should have been anticipated. The president’s budget is supposed to be a plan for governing as well as a political campaign cheer, and that’s where the Trump 2018 completely fails. First, the Trump budget projects steadily reduced deficits over the next 10 years that are based on fantasy and prayers rather than solid economics. Second, the Trump budget includes a veritable witches’ brew of gimmicks that, while used before, haven’t been used together since Ronald Reagan was president and David Stockman had to resort to budget slight-of-hand to project a declining deficit. Third, the Trump 2018 budget proposes spending cuts that Congress — Republicans and Democrats — are virtually certain to reject out of hand. This includes cuts in Social Security Disability and farm subsidies, plus over $600 billion in Medicaid reductions over 10 years on top of the $880 billion in cuts the House passed several weeks ago in the American Health Care Act.

So while it might work as a campaign event, the Trump 2018 budget flops big time as a real policy proposal and practical guide for Congress. Its economics are pie-in-the-sky, its numbers are speculative at best and its spending cut proposals are unlikely to ever be considered seriously. Although the administration will try to emphasize the big picture proposals — the wall, the Pentagon, the projected surplus — many of the individual plans like the cuts in Medicaid and the Social Security Disability program break promises the president made during the campaign. Many of the smaller Trump-proposed spending cuts will be felt by his supporters as well, and congressional Democrats are certain to make political life miserable for any Republicans who support them. It didn’t take long for the Trump 2018 budget to disappear inside the beltway. Less than two days after the details were released, congressional Republicans had all but stopped talking about it. With the president overseas and not part of the rollout, and no one but Mulvaney promoting it, the budget seemed destined to vanish by the end of the week. That will make the Trump 2018 budget one of the biggest and most rapid failures in recent American history.
Only an elitist billionaire could champion a budget so devoid of compassion and genuine concern for 99% of his constituency.

Fun fact: Tax cuts do increase economic activity and so does removing burdensome regulations.

Think Texas, who has a 9 Billion dollar surplus and a thriving economy

One things for sure, Obama's economy was a disaster.
1.5 percent GDP per year and so anemic it had to be propped up with FED zero interest rate policies for the entirety of his Presidency and we added 10 Trillion to the Debt.

So obviously the Left wing ideology that claims to understand how to grow economies doesnt...at all and we should do something else.

Here is the thing. Obama greatly expanded th food stamp program.
It put more people on the program than it should have which means less money for people that really need it
And costs us more money than what it use to.

Rolling it back to before obama is not cutting the program.

I think that this sums it up.
I really get tired of every time we try to get these bloated social program people scream someone is going to die and it
Never happens. It is the definition of insanity.

Just look at newts welfare reform. No one died and in fact more people became prosperous.

I can't tell where the malevolence ends and the incompetence begins.

How about where federal responsibility ends and state responsibility begins?

Can't they have concurrent responsibilities

Sure - added costs and questionable responsibility (accountability?) are great for government programs. Maybe we should add a third government party just to properly oversee them. ;)

A state is an entity within the nation of the United States.

If something happens within a state, it is worth the attention received by the federal government because what happens to a state could impact other states or the nation as a whole.

You use Texas as a model for tax cuts causing prosperity and more activity, I use Kansas as the model of the opposite. Kansas: Exhibit A against trickle-down tax cuts

The idea that tax-cuts (primarily on the wealthy) will result in massive economic activity and more tax revenue has been discredited time and time again by history. But we have seen this movie before and we already know the ending. I wrote about this concept three years ago.

But the conclusion of the above link was that tax-cuts result in more government revenue. What about just the concept of tax-cuts result in more economic activity? Below is a graph of real GDP from the early 1980s until now. During this period, tax-rates went up and down at different times. Notice how GDP increased faster during the times when tax rates were cut compared to when they were not? Me neither.

To be fair Texas has been at this for a while. Economies, even for States like Kansas are't built overnight. After the 80s oil crash Texas started to diversify its economy to the point where its oil and gas sector only represented 10% of the States DGP.

That diversification led to a more stable economy that could absorb and grow even after the recent oil crash when crude dropped below 50 bucks a barrel. Conservative economic policies that incentivized new capital investment ( lower taxes, less regulatory burdens and tax incentives for bussinesses ) have done the rest creating economic booms in our Cities and Counties. Cities like Plano, Austin, Dallas and Houston, etc

Kansas was jumped on by the Left immediately as a failure of supply side inaitives. The Left would have you believe that tax policies and economic initaives that lower burdens on bussiness and incentivize new capital investmen have to work overnight or they'll never work at all and they did this while Texas's economy was growing in a US economy that was only producing 1.5% GDP growth per year for Obama's entire term.

Sorry, you are backpedaling. These tax-cuts were passed several years ago.
Brownback lowered taxes not so economic activity would increase eventually, he did it because his ideology said tax-cuts will result in more economic activity and job growth before the next ice-age. Meanwhile, job growth and economic growth lag neighboring states.

California raised taxes and now is running a surplus and has a vibrant economy. Politifacts: Is California's economy 'growing a hell of a lot faster' than Texas?

A surplus ?? You have to consider the source, and the fact Jerry Brown has projected fake surplus's before, like back in 2014. THIS budget surplus projection has a problem according to the LA Times. A 1.5 Billion dollar " Math error "....

In lawmakers' first hearing on state budget, Gov. Jerry Brown's staff gets grilled on a $1.5-billion mistake
In lawmakers' first hearing on state budget, Gov. Jerry Brown's staff gets grilled on a $1.5-billion mistake - LA Times

Budget staffers said there were, in fact, two mistakes:

1) A double counting of state savings from a program that coordinates health, behavioral and long-term care services with local government. That error understated expenses by $913 million.

2)A forgotten state government cost from two counties — San Mateo and Orange — enrolling in the coordinated program, which meant missed expenses of $573 million.
Neither of those specific numbers appears in the budget unveiled last week. And the governor's budget spokesman said after Tuesday's hearing that the issue was unrelated to Brown's controversial budget plan to end the coordinated care program in which the mistake was made. "

California is drowning in debt and unfunded pension liabilities. In fact it has the highest unfunded pension liabilities in the Nation, around 500 Billion. Its Politicians have neglected its critical infrastructure for decades leading to near catastrophic failures like the Oroville Dam. Funds meant for scheduled maintenance and expansion were redirected to fund redistributionist social welfare programs and public sector pensions, which again, are critically underfunded. Brown's innacurate surplus projections just aren't impressive when you consider the issues the State is struggling with

I've got nothing against California or Californians. I have family in Palo Alto and Berkely, and consider the State to be one of the most beautiful in the Nation. I do have something against the Politicians and the ideology thats responsible for its economic and fiscal decline. The Democrats have created a single party state, run by people who are filled with bad ideas and who will continue to ignore the challenges California is facing because to them, questioning the legitimacy of their own ideas is far worse than objectively addressing the issues that California is facing.

And Texas has been applying Supply side principles for years now, you want to focus on Kansas ? Fine, but you or anyone else's opinions dont begin to measure up to the economic and fiscal results derived from years of applied Conservative economic principles.

I am going to get back to Trump's budget, which seems to be clear that he had no idea what was in his own budget or health plan. Now, he Tweets:
I suggest that we add more dollars to Healthcare and make it the best anywhere. ObamaCare is dead - the Republicans will do much better!
— Donald J. Trump (@realDonaldTrump) May 28, 2017

As HuffPo rightly posts:
That was strange because Trump’s budget plan submitted just days ago called for cutting at least $610 billion from Medicaid and slicing an additional $250 billion from health care by repealing Obamacare. The White House plan also calls for cuts in future spending on health care for children from low-income households. There is no additional spending for any health care in the plan.

Lol ! ....One things for sure, we know Jerry Brown didnt read his budget when he projected a 1.6 Billion dollar budget surplus

Brown's 1.5 Billion dollar Math Error wipes out projected budget surplus.

Its clear Liberals are mathematically challenged when to comes to budgetary issues, and how to grow market economies, and how to raise revenue while balancing their budgets, but the good news is their influence is now greatly limited in when it comes to our Federal budget

Just because...

I despise dishonesty derived from partisanship.

There's no chance Trump has read his budget.

Probbaly not. It's still thr non-story of the year. Obama presented budgets which were probably just practical jokes because they were laughed out of town by both parties.

It's not about growing, it's about controlling for political gain.

What "burdensome regulations" are hampering growth? I am sure heavy polluting industries would argue that their profits are lower because they're spending money to keep the crap that they throw into the air for us to breathe. I say, that's where the cost belongs -- on the creator of the pollution, not the ones harmed by the pollution. I am sure factories would love to make workers work more hours and not pay them overtime too. Those pesky regulations are there to protect people.

While you use the singular example of Texas as you model for everything done right, you numbers appear a bit obsolete.
According to Comptroller Glenn Hegar, lawmakers have a relatively paltry $105 billion to spend. But the Center for Public Policy Priorities (CPPP) estimates that paying for the current level of services would cost $109 billion. Factor in the increasing cost of providing state services, and the figure rises to more than $111 billion.

So there’s an effective shortfall of some $6 billion.

And no, Obama's economy was no disaster -- and the first six-month of Trump see a continuation of the same trend. Obama's economy represented continued growth out of the great recession. A 1.5% GDP growth rate is consistent with an economy in which baby boomers are leaving the work force. In addition, unemployment at 4.3%, and other indicators suggest an economy close to full employment. This leaves much less scope for rapid growth.

Opinion piece. Trump was elected by both Republicans and Democrats to drain the swamp and clean up our runaway finances. He wasn't voted to be popular but to do a job where the establishment of both sides would hate him. That was obvious in both the primaries and the general.
