Federal Hiring Freeze - What about seasonal workers?

OK since Trump has instituted a federal hiring freeze for any positions not related to national defense or public safety, what about the implications for seasonal workers?

For example, the IRS hires a lot of seasonal workers for tax season. This executive order will prevent them from doing so.

The Forest Service hires seasonal workers for trail maintenance, seasonal rangers, and firefighters. This executive order will prevent them from hiring anyone but firefighters for instances where there is a public safety threat.

The National Park Service hires seasonal rangers, workers for park maintenance, even concession workers seasonally, this executive order prevents them from doing that.

Those are just a handful of examples, but it seems like this blanket freeze wasn't thought through that well. I don't mean this to be partisan either, it just seems like there are some practical concerns here.

I believe another poster on a different thread cited their experience with the Federal system and employment.

Can't say for sure, but I don't believe seasonal workers fall into the category President Trump's freeze is addressing, since they are not permanent employees.

Firefighters will most likely be considered under the public safety exemption.

If it is anything like in the past. In a few months things will begin to loosen up on hiring of vacant positions.

I guess they'll have to borrow personelle from other departments and optimize every department so that they can.

You know that practically that is ridiculous. What are you going to do, go get employees of the Social Security Administration and fly them out to Montana in July to do trail building? I mean come on.

Obviously they are going to have to allow those agencies to continue to hire seasonal workers.

Wonder if the administration will consider the VA public safety or military. I know Arizona has numerous VA vacant positions that need to be filled. Trump did say in the past that our veterans deserve better care and more timely care.
 
The various branches of the government are setting policies for hiring and promotions. Upcoming seasonal work should be OK as processes for positions and hiring should have guidelines in place soon.
Seasonal workers are normally considered billeted, and then furloughed during non peak work periods, then recalled when work picks back up... So current seasonal workers should be able to be recalled just fine.
I must say, the ripple effect has been pretty unnerving. We've had people lose their temp promotion and they were on two... So they went back multiple positions and lost over 10 dollars an hour... They'll have to re apply for the jobs they held and start over on grade steps for pay as well.
People are snapping back all over the place to old jobs and were losing a lot of support and oversize. (we can't assign bargaining unit employees to fill those positions without pay either, as that is against the law.)
Interesting times all around.

What you listed are contractors, employees of private contractor companies. It doesn't apply to this policy.

These employees working in the private sector even if its for a Government contract are expected to preform and produce. Unlike full time permanent Federal employees, they can be fired for being useless. America and its taxpayers would be better off if all Federal employees were replaced with them.
