the white house seems not to understand why the Hatch Act is essential to fair government:
“The Office of Special Counsel’s (OSC) unprecedented actions against Kellyanne Conway are deeply flawed and violate her constitutional rights to free speech and due process,” the White House press office said in a statement. “Others, of all political views, have objected to the OSC’s unclear and unevenly applied rules which have a chilling effect on free speech for all federal employees.”
Kellyanne Conway snaps at reporter after he informs her she repeatedly broke the law – Raw Story

non-exempt federal employees, and conway is one of them, agree to restrict their right to free speech, subject to the Hatch Act, as a condition of federal employment

but then who is surprised that a tRump administration would prefer to ignore ethical behavior being expected of its staff

You got to hand it to this administration, they are going for broke in upsetting all precedents and traditions and laws. REally leaving the door open for future administrations to retaliate on whole new levels.

It's like they know its their one chance to be relevant before being slapped down so hard their grandchildren teeth will ring, so they saying **** it, pedal to the medal.

The Hatch act

Hatch Act of 1939 - Wikipedia

(Fully reviewable through the OSC.gov also if I recall)

Has a lot of caveats and other provisions. It has been modified a lot over the years. I haven't been able to read the OSC's official findings, but they're normally pretty detailed and neutral in their application of the rules.

There are a lot of fine lines that can be walked depending on your exact position, on things you can and can't do based on technicalities, but I think that a disciplinary investigation should be held as a minimum. The rules apply to everyone!

you, like many of us, are still benchmarking ethics according to pre 2017 standards

hopefully, we can revisit them in 2021
