It is my FIRM belief that you didn't even read the article to cited, because it does not support your premise. In fact, quite the opposite.
Rural hospitals are already under severe financial strain, and the point of the article is that COVID patients may overwhelm the system. I worked in rural medicine, so I know the dynamics: too few patients, means too few resources, means inadequate capacity to respond to a crisis. A single multi-car accident can overwhelm their capacity, as I've seen firsthand.
You assert "Shutting down actually does more harm to hospitals than not." That's nonsense. Beyond nonsense, it's anti-factual. The point of shutting down, in general, is to slow the spread of the virus within a discrete community (State, local or national). That gives local health services breathing room to address their local crisis. I think you're conflating two different issues - imposing local distancing/mask mandates and suspending elective surgeries.
If you'd read the article, you'd see how it actually works in a crisis and why the people you're whining about are actually doing something to address the issue.

Why would they not? The placement of hospitals in a socialized system is based on need, not on profits. It’s more likely rural areas would have hospitals, not less.
