Utterly unsurprising; I'm sure this is how most establishment Dems see the issue: as an electoral tool, a means to an end, a wedge issue to be cynically exploited.

Do you think establishment Republicans are any different? Particularly considering Trump is the master of exploiting wedge issues like race. He's King Birther after all.

Diaz told Engel appreciates the congressman being there. Engel is then heard saying, "if I didn't have a primary, I wouldn't care."

Diaz quickly rebuked Engel, telling him, "Don't do that to me. We're not gonna do this. We're not politicizing. Everybody's got a primary, you know. I'm sorry."

Seems his indifference is pretty clear cut. Even if your interpretation was 100% true this would still be awful because he should absolutely want to address this matter, and should be vested in something that's clearly of importance to his constituency.
 
Also go figure that, true to her character and her demonstrable hostility towards any meaningful reform outside of hollow lip service and rhetoric, Nancy Pelosi endorsed this piece of human excrement over his progressive challenger Jamaal Bowman: Bloomberg - Are you a robot?
