NYC is far more closely packed where the virus spreads easier in groups, so they cannot be compared. It isn't just about population size, but the density of that population.

Houston, Dallas, and Austin put together have a population of less than 4 million, NYC alone is more than twice that, in a smaller land area. You are ignoring the population density than makes the virus spread faster because more people are packed into a smaller space.

The Dallas and Fort Worth metro areas (combined) are bigger than NYC, if you add in the Houston area's 7M, San Antonio's 2.5M and Austin's 2M they far exceed NYC's population.

Once you get west and/or south of San Antonio it gets fairly empty (with few notable exceptions). About 1/3 of I-10 (from FL to CA) is in Texas.

You forgot San Antonio's eight million in the metro area. Houston, Dallas, and Austin have a little more eight million together.

Many businesses (especially restaurants and bars) will be unable to operate (profitably) with a reduced occupancy rate which is being offered as a "viable" compromise.

Some don’t have the property to do it and and others are just managed by bad business owners. Lots of examples of businesses here doing the right thing and adhering to the rules. One bad actor stands out which was reported by concerned citizens and has since had multiple violations referred to the City Attorney. Now the owner is whining in the media that it’s unfair because the department of health didn’t “cut us any breaks” and he operated at a loss despite packing over 1,000 people onto his patio over two days.

San Antonia has 1.5 million people by the 2018 count.

The NYC metro area has a population of 18 million people in a 3400 square miles. NYC by itself is 302 square miles. That population density is why the virus spreads so fast and it can linger in clouds and on surfaces for up to 4 hours, where many other people can unknowingly become infected.

The great metro areas of Houston, Dallas-FW, Austin, San Antonio come to 15 to 16 million people. New York has about 8.4 million people.
