Not really a secret. Republicans always win elections when turnout is lower. 2010, 2014 are clear examples. Only exception was 2016, but Republicans benefitted from Democrats lack of enthusiasm for Hillary, thus resulting in a narrow victory for Trump. When turnout is huge, like in 2008, 2012, or 2018 (2018 was historically large in turn out for a mid-term), Democrats always win big. Obama was even able to win re-election in 2012 despite losing Independent voters by five points (45%-50%), because the GOP base is outnumbered by the Dems base. So yes, the more people vote, and the GOP would literally never win, and they know it.

The measure being considered last March had nothing whatsoever to do with federal elections. It was nothing more than a recognition of support for local communities to govern their local elections.

Did you notice that the article noted “as many as 40 states or territories allowed noncitizen voting dating back to the nation’s founding”?

Democrats clearly want illegals to vote,

Illegal immigrants are FAR FAR more likely to commit a crime per capita
