Even hunting in the states if you kill a deer and don't have a stamp and go directly to the game warden they will allow you to buy one as long as you are able too.

Where people get in trouble is that they kill them and don't tell the DNr.

I know guys that have accidentally shot a doe they had to buy a stamp right then and there.

If they "accidentally" shot a doe without a big game license, at least in my state they could get arrested and have their gun and car/truck confiscated, plus fines and for repeat offenders possibly jail. There's no "after I kill this deer, THEN I'll get the required license" in the law here, and I can't imagine such a thing in any state.

Can you cite the law in your unknown state to back this, "I'll make it right AFTER I kill my deer" law?

Bottom line is the facts as we know them indicate the outfitter did not obtain a permit before the fact. That's just impossible for mere mortals. No outfitter would allow the kill THEN get the permit, and no hunter would travel there without it if the goal was that sheep. Different rules apply when daddy is POTUS. Why is is this so hard to admit?

Wildlife management includes culling. That includes endangered species. We artificially truncated habitats and now it's our responsibility to manage them or watch them crash to nothing. Too many of any one species unbalances a habitat.

For example, deer hunting in America. The number and other qualifications of deer to be removed from the population is decided by wildlife ecologists in conjunction with university departments and facilities. When we, as academics and concerned citizens, have decided what the population and even individuals need to be, hunting permits are issued. This maintains the population and prevents the habitat from collapse.

The culling is required. It is our ethical duty. We can't simply artificially truncate habitats and then walk away while they collapse.

In developing countries, these hunts serve ecology and economy. Programs such as Campfire have been replicated throughout the developing world.

The only problem is the rumor that he acquired the permit after the fact. That would negate the process I outline earlier in which the population is carefully managed by educated and trained professionals.

So, the ex post facto permit might represent a disregard for sustainable management and, instead, just doing whatever.

Different states have different laws. Most hunting licenses come with a few deer stamps and you usually have to buy a doe stamp.

I have had friends shoot at a buck but hit a doe. Buck ran off. They didn't have a stamp but were allowed to purchase one. Things like that happen.

Game wardens are not evil and will work with a person when stuff like that happens.

Do you know that or are you just guessing? I don't know one way or the other.

This was not just some guy wandering around with a rifle banging away at everything in sight. It was an organized hunt arranged by a professional hunt organizer. Owing to the enhanced security, in addition to the usual guides and other personnel, there were government officials both countries.
