Intel Community Secretly Changed The Whistle-Blower Rules To Allow The Trump-Ukraine Complaint Just Days Before It Was Filed

Intel Community Secretly Nixed Whistleblower Demand Of First-Hand Info

" Between May 2018 and August 2019, the intelligence community secretly eliminated a requirement that whistleblowers provide direct, first-hand knowledge of alleged wrongdoings. This raises questions about the intelligence community’s behavior regarding the August submission of a whistleblower complaint against President Donald Trump. The new complaint document no longer requires potential whistleblowers who wish to have their concerns expedited to Congress to have direct, first-hand knowledge of the alleged wrongdoing that they are reporting."

Let the Trump cultist desperation begin...

Don't worry, the 12 or so White House officials who witnessed the phone call and the attempted cover-up afterwards will be called to testify before Congress.

Therefore, your whining is a moot point.

" The internal properties of the newly revised “Disclosure of Urgent Concern” form, which the intelligence community inspector general (ICIG) requires to be submitted under the Intelligence Community Whistleblower Protection Act (ICWPA), show that the document was uploaded on September 24, 2019, at 4:25 p.m., just days before the anti-Trump complaint was declassified and released to the public. The markings on the document state that it was revised in August 2019 "

The secret conversation was illegally leaked. That is a crime. Not only that but none of the 12 suspects in the illegal leaking submitted a whistleblower complaint themselves, proving the hearsay whistleblower had no serious credibility in spite of what a few lone ranger officials said to the contrary.

I read it. It's really embarrassing, ( for you )
Learn the difference between hard copy data and soft copy data.
Since I know you won't bother I'll post it for you......

" A hard copy is a physical entity which can be touched as it is made of paper while a soft copy is untouchable and a virtual copy of the information, stored in an electronic device's memory. ... A soft copy precedes a soft copy; for instance, you type some data on a computer screen that is a soft copy."

Here's question #3 from the new form....
IMG_20190928_120626.jpg

This is so brazen and blatantly corrupt. The thing is Americans are catching on to this and they're getting sick and tired of it

All the effort the Democrats have put into the latest stunt and Trump is polling above Obama at the same time in his Presidency.

The Democrats and the Media are banking on the hopes that Americans are a bunch of easily led imbeciles. They are NOT, and anyone who doesn't have a terminal case of TDS can see right through their sophomoric stunts.

Yes, and prior to that (2017), first hand knowledge was not required. It appears it was changed back to the old way.

Nothing in the statute itself requires first hand knowledge. This is about someone tweaking the rules, but in the end, it would not hold up to scrutiny unless codified into law.

No it was changed right before the whistle-blower complaint was submitted, and you've offered up no evidence that whistle-blower second hand information was the " old way "

The problem with allowing people who do not have first hand information to file whistle blowers complaints is pretty obvious, buy I guess I have to spell it out anyway.
It keeps the process from being abused for political reasons, like it is now
Now, just about anyone can submit a whistle blower complaint, and offer up uncorroborated hearsay. The IG's office can be flooded with complaints from anyone with a political agenda and vast amounts of Govt resources and time will be wasted

And all other Govt agencies ( the SEC for example ) still require first hand knowledge or direct evidence. The Democrats have no problem turning this Nation into a banana republic. This is what " by any means necessary " looks like, and its reprehensible and extremely selfish.

You've been refuted on this already, multiple times by multiple people. Stop lying.
We have the transcript, the White House provided it to the public. They provided the IG agreement that it was credible and urgent, based on their preliminary investigation.
The DNI believed it to be credible and urgent.
NExt week, we ill start ot hear from additional witnesses.
If the White House blocks the records to confirm it further, they will likely move to obstruction of justice added to the articles, and vote to impeach.

Trump said the versification as beautiful, why would he hide the records or block testimony? Can't have it both ways.

LOL !

No one, including YOU has refuted anything. Airyaman tried to claim that a soft copy was the same as second hand information. It is NOT and I corrected him.
Soft copies are digital copies, hard copies are physical copies, paper for example. He then claimed second hand information used to be allowed but provided nothing to back up his claim.

ALL US Govt agencies have rules when it comes to whistle-blowers, and everyone of them besides the IC community requires FIRST HAND information. The IC Community changed there rules right before the whistle blower complaint was submitted.

And yes, we have the transcript and everyone's read it. There was no quid pro quo, no coercion and NO threats to withhold US aid. ALL of that was made up by the MSM and the Democrats and repeated by their sycophantic supporters. Talk about lying.

The transcript was such a DUD that Adam Schiff had to make up his own version of a transcript between President Donald Trump and his Ukrainian counterpart to fit the false narrative being peddled by Democrats and many in the media to frame the president for a crime that never happened.

If the transcript said what the Democrats claimed then they would have already voted FOR an impeachment inquiry. They're going to go on vacation instead. YOU people are being played, manipulated by your OWN PARTY and the MSM. Don't blame Conservatives, we're trying to give you the facts, the TRUTH but your'e too brain washed to hear it.

It doesn't matter, the facts will all be born out through an investigation and those people with first-hand knowledge will testify. Any attempt by the right to dismiss or diminish the seriousness of this report which the IG himself deemed to be 'credible' will be verified thorough testimony. There's been a collection of calls made by Trump to Vladimir Putin and Mohammed bin Salman that have been put into a highly classified lock-down server system in order to avoid disclosure and not because they contain top secret or issues of national security and Trump is simply avoiding the transparency that the American people should expect. Trump's attempts to cover up his criminal acts are going to become worse than the crime itself.

A quid-pro-quo is clearly implied during the conversation that was released by Donald Trump. This is proven to be a fact by the context of this call which would lead any reasonable person to believe that Trump had things to offer the Ukrainian president if he helped Trump out. Then there’s the fact that Trump froze military aid to Ukraine days before the call took place. Trump also dangled a White House meeting at Zelensky, which was something the Ukrainian leader wanted for some time, and which he got.

The credibility of the whistleblower was backed up by Joseph Mcguire in his testimony. “I believe the whistleblower is operating in good faith and has followed the law.” Strengthening the whistleblower’s account is the fact that he/she talked to numerous U.S. officials while compiling the complaint, which included multiple sources who were right there “in the room” with Trump during the call. Fresh talking points were forwarded to Republicans on Capitol Hill which sought to give Trump's allies ammunition to debunk whistleblower allegations.

Here are the talking points sent to Republicans on Capital Hill and no doubt to Fox News as well and sent to them by the White House.

TOPLINE TALKERS

This complaint is not evidence of anything.

It is simply one person’s opinions and arguments putting a biased spin on a combination of second-hand accounts about meetings or decisions that the complainant admits he has no direct knowledge about and cobbled-together press stories that anyone could find on the Internet.

These allegations are nothing more than conspiracy theories built on rumors, gossip, and news stories, tied together with conjecture.

After reviewing this complaint, the Inspector General focused on the only concrete claim that forms the core of the complaint: President Trump’s telephone call with President Zelensky has the heart of the issue.

But the transcript of that call has been released so every American can see the facts and can see that there is no evidence to support accusations of wrongdoing.

In fact, the complaint has already been reviewed by the Department of Justice based on the Inspector General’s analysis, and DOJ found no reason to take action or pursue the matter further.

That’s because the President didn’t do anything wrong. In fact, he reinforced the very same themes he has repeatedly talked about publicly: sharing the burden of foreign assistance and getting to the bottom of the origins of the Russian collusion hoax.

What the complaint cannot be used for is justifying never-ending fishing expeditions in an attempt to prevent the President from doing his job.

Democrats and the media are using a complaint that adds nothing to the transcript that was already released to score political points against the President.

What's funny about these various threads is that the cat is already out of the bag. Nobody is going to reel it back in because "oh look, someone changed a form!". You people are really grasping at straws with stuff like this, because it is meaningless beyond trying to claim some "Deep State!" conspiracy.
