Yes there was and I am sure the US would have liked to invade before 9/11 and if 9/11 never happened still invade. But without 9/11 the support to actually do it was not likely to present itself domestically or internationally

Consider how stable Afghanistan has been since they were invaded by the Soviets in 1979.

And today, pr*sident word salad couldn’t have butchered his comments any worse on Pakistan and India, where I’ve long believed the last world war will start.
