Senate leaders struck an unusual deal Wednesday afternoon to hold a vote on language that would block President Donald Trump from launching a war against Iran without congressional approval, paving the way for a final vote on the massive Pentagon policy measure on Thursday.

...If the chamber adopts the language, which has the support of at least two Republican senators, it would then be retroactively included in the fiscal 2020 defense authorization bill.

Because congress controls the money. Trump understands about money. Of course he could declare a national emergency, but even the Supremes would slap him down on this one.
 
Other than actually declaring war, there is no real way to stop the President from ordering a military attack. President Obama ordered the attack on more countries than any president since WW2, including to the ends of destroying the other country's government, their military and killing their leader - such as in Libya - without any declaration of war by Congress.

It is stunning how little criticism of President Obama for this - like it never even happened. But that is as much of war against another country as it gets.

To be veto proof, the bill must garner votes from 2/3 of the Senate. That’s not gonna happen. Another symbolic gesture.

First of all, your claim that Obama ordered the attack on more countries than any president.... is clearly false.

Second, right wingers were busy attacking Obama for “leading from behind” in both Syria and Libya.

Now that talk radio loonies are all yelling straight out of the other side of the mouths.

Third, NO us ground troops went to Libya. That part was handled by NATO.

The US did not initiate military involvement in the civil war in Lydia, contrary to the right wing talk radio myth. Why people believe this obvious (and easy to debunk) nonsense is beyond me.

The only constant seems to be hatred of the fact that a black man was President.

Don't get excited. This means nothing...except that the Senate Dems are willing to hold important legislation hostage for political purposes.

"Democrats had threatened to filibuster the typically bipartisan defense bill unless the Iran amendment received a vote on Friday, so the seven Democratic senators running for president could weigh in."

McConnell understands this and is willing to let those Dems have their say so that the Senate can get on with dealing with the NDAA.

This amendment won't be passed. The last thing any Senator...Dem or Rep...wants is to be the ones responsible for deciding if we go to war or not.

Factually, Trump cannot declare war on Iran, but he does have authority for limited military actions.
 
It's their constitutional duty to decide. I don't care what they want but allowing the executive unabashed authority to play with all our war toys is misguided and has cost America entirely too much.

The Senate "language" will not prevent Trump from taking enough of limited military action that would trigger greater confrontation to the point of no return. Congress long ago gave up their inherent responsibility for military action to the executive branch. Without the necessary votes to overcome a veto (no president gives up once given executive power) there is nothing Congress can do. This is nothing more than impotent CYA language. It might come down to who speaks with Trump last. Bolton? Pompeo? Netanyahu? Crown Prince MbS?
