I don't believe either. The conditioning of blacks can be likened to a dog owner using an electric fence to keep a dog to the yard. The owner wants to shelter the dog - the dog can only go beyond the yard for owner-approved vet appointments, etc. The owner thinks the dog is incapable of handling the responsibility of going outside the yard. Evil white dogs are out to get him. Only with the owner's help and assistance can the dog go beyond the yard. The dog needs pity in the press, affirmative action, and so on.
I certainly consider the dog capable of going outside the yard. My thinking is that the dog itself has been made fearful of going outside the yard by its owner, therefore is less likely to use its personal power and personal intelligence to leave the yard. Its belief in itself - its self-esteem, is lessened. It lets its owner decide. It waits around.
As far as being cared for by people (or owners) that know better, the issue isn't the dog's intelligence or it's capability, but it's belief in itself. No race should need to be cared for by another race. If this were true, then whites should be calling on Asians to take care of them, since Asians are more successful socially. If people believe whites should take care of blacks, then they should also believe Asians should take care of whites. I wouldn't go in for the racial inferiority complex that would create, so I can't buy into that concept.
